Adopting the Report issued by Council's Special Committee on Retention and Recruitment of Municipal Workers.

Body
WHEREAS, Resolution 221035 (adopted December 15, 2022) authorized the creation of the Special Committee on Retention and Recruitment of Municipal Workers, to analyze and recommend strategies to retain current City workers, and recruit new workers, at a time when the City is experiencing difficulty filling more than 4000 vacancies; and

WHEREAS, The Special Committee consists of councilmembers, current and past administration officials familiar with the City's Civil Service System, and representatives of the City's collective bargaining units; and

WHEREAS, The Special Committee members are Council President Clarke, Councilman Brian O'Neill, Council Lady Katherine Gilmore Richardson, Councilman Mark Squilla, Chief Administrative Officer, Stephanie Tipton, former head of the Civil Service Commission, Linda Orfanelli, President of District Council 33, Ernest Garrett, and Police Captain Tyrell McCoy; and

WHEREAS, Resolution 221035 required the Special Committee to submit a final report to the Council and the Mayor and make its findings and recommendations available to the public; and

WHEREAS, During a four-month period between December 2022 and April 2023, the Special Committee conducted research and held meetings to study best-practices and other trends related to worker retention and recruitment, and developed the attached report authorized by Resolution 221035; and

WHEREAS, The Special Committee unanimously adopted the attached final report; and

WHEREAS, The Council as a whole now wishes to adopt the report issued by the Special Committee on Retention and Recruitment of Municipal Workers; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Report issued by Council's Special Committee on Retention and Recruitment of Municipal Workers, dated April 27, 2023 (Attached as Exhibit "A"), is hereby adopted.
